EXECUTIVE SUMMARY The Route 90 Scenic Byway Waterfront Villages' Strategic Plan was developed in 2002-2003 by Cayuga County Department of Planning & Development in conjunction with Thoma Development Consultants and Yuhas Land Design. It was funded in part by New York State Governor's Office for Small Cities. The State's Scenic Byways Program offers the significant promise of additional tourism dollars, sales and hospitality tax generation, business development and job creation. County Planning led the Route 90 Waterfront Village planning initiative to determine how the Villages of Cayuga, Union Springs and Aurora might better achieve the economic potential of Route 90's Scenic Byway designation. Our Villages along Cayuga Lake were chosen for the scope of this Strategic Plan in recognition of their potential to grow into an anchor region of Scenic State Route 90, as well as the Cayuga Lake Scenic Byway. The region provides a concentration of economic and social activity. Union Springs and Aurora have well-defined Main Street areas that offer unique shopping experiences. Traveler support services, including gas stations and eateries, are present. Infrastructure conducive to business expansion and development, including public water and sewer, is in place. All three Villages have attractive municipal parks and public waterfront access. Although very different, these individual communities share the right mix of common characteristics that makes it sensible and cost-effective to develop a regional plan for the Waterfront Villages.
